I
stamped and colored the image with Zig Clean Color Real Brush Markers
and then I fussy cut around the outside of the oval. I die cut a scalloped oval with the Oval Frames die set from some vellum and layered it together!

the background, I used the new Bokeh Balloons stencil set and some glitter paste to add a subtle balloon texture!

the sentiment was heat embossed in the center, and of course, I had to splatter white acrylic paint on top of everything.
